Strategi Pengembangan Daerah Berbasis Smart Governance: Analisis Kesiapan dan Analisis Gap di Kabupaten Kolaka Timur
Abstrak
The development of information and communication technology has driven the transformation of public governance through the concept of smart governance as a key pillar of smart city. This study aims to analyze the level of readiness and implementation gaps of smart governance in East Kolaka Regency as a basis for formulating regional development strategies. A descriptive-evaluative approach using mixed methods was employed, based on secondary data from policy documents, institutional reports, and regional statistical data. The analysis focused on technological infrastructure, human resources, and policy and institutional frameworks. The results indicate that East Kolaka Regency has achieved an initial level of readiness in implementing smart governance; however, significant gaps remain in human resource quality, policy consistency, and inter-institutional and stakeholder synergy. The proposed development strategies emphasize institutional strengthening, continuous human resource capacity building, consistent policy formulation, and enhanced cross-sector collaboration. This study provides empirical contributions to the discourse on smart governance implementation in non-metropolitan regions.
